Ukrainian State Designing Technological and Scientific Research Institute of Civil Aviation "Ukraeroproekt" (short name - UGPT NII GA "Ukraeroproekt") was established by the Order of Council of Ministers of UkSSR No.180-P dated March, 12, 1969 and the Order of Minister of Civil Aviation of USSR No. 166 dated April, 17, 1969.

In 1993, after declaration of independence of Ukraine, Ukraeroproekt has obtained the license (KK93 No. 00190, KB No. 04262, No. 04261, KB No. 04285) for performance of design, process engineering, scientific research and survey works as well as scientific and technical expertise in the field of complex design of aerodromes, airports, aircraft repair plants and other facilities of civil aviation ground infrastructure (Certificated No. 182 issued by Ministry for Architecture and Construction on 14.09.1993).

In 2003 and 2007, according to results of governmental certification, by orders of Ministry of Transport and Communications of Ukraine, Ukraeroproekt was given status of a head industrial research organization in the area of development of ground infrastructure of civil aviation of Ukraine.

In 2006, by order of Ministry for Construction, Architecture and Communal facilities, Ukraeroproekt was given status of a base organization for research activities in the sphere of construction, building materials industry, architecture and urban planning.

At the present time the number of Ukraeroproekt's employees totals to about 80 highly qualified specialists in the field of airport construction, who have accumulated the 65-year experience of the State Designing Technological and Scientific Research Institute of Civil Aviation "Aeroproekt".

New revision of the Statute (Ministry of Transport and Communications of Ukraine order No.949 of 18.10.2007) defines Ukraeroproekt as a state research industrial organization, engaged in intellectual and creative activity with aim to acquire and apply new knowledge in the sphere of aviation and construction, to perform research, planning, development, process engineering, design and survey works, and other work associated with practical application of scientific and research knowledge.

Profile of Ukraeroproekt principal activity is development of design estimates for construction, reconstruction and development of airports, aerodromes and other facilities of civil aviation ground infrastructure; research and elaboration of concepts, programs, forecasts and feasibility studies, development of draft documents: rules of air of Ukraine, technological normative documents, standard and legal acts in the field of civil aviation.

In the sphere of scientific research and regulatory documents development Ukraeroproekt participates in the following national programmes:

• transport;
• energy saving;
• transport corridors.

In the nearest future, a big work is required to be performed by Ukraeroproekt jointly with the State Aviation Administration of Ministry of Transport and Communications of Ukraine in preparation of Ukrainian airports for EURO 2012 soccer championship, as well as provision, development and implementation of state and departmental standard documents because of expiration of term of Ukraine Verchovna Rada decree "On order of provisional validity of certain legislative acts of USSR in the territory of Ukraine", and due to requirements of the Ukrainian Cabinet Decree "On measures as to stepwise implementation of European Union directives in Ukraine…".

It is required to perform the work on consideration of compliance of ICAO requirements and EC standards with legal and standard documents of Ukraine and the former USSR as well as with departmental standards. Besides reviewing of the present standard documents it is required to develop methods of assessment of airport and aerodrome serviceability, environmental impact, and a normative basis of airport and aerodrome certification.

Ukraeroproekt has developed some chapters of "Comprehensive Programme of Development of Civil Aviation of Ukraine (Ministry of Transport Order No.407 dated July, 27, 2000).

In July of 1995, Civil Aerodrome Certification Centre under authority of Ukraeroproekt has been established by the Aviation Transport Department of Ukraine (Order No.144 dated July, 24, 1995).

The Certification Centre has been certified by Ukraviaregister on the 26^th of December, 1996 (Certificate of Accreditation No. СА-0009).

After accreditation of the Civil Aerodrome Certification Centre the following work was done:

• assistance in preparation of evidence documentation – 11 enterprises;
• inspection supervision (by Aviaregister's Order) over activities of Aviaregister certified enterprises – 5 enterprises;
• certification of the equipment which has been installed at Airport Borispol by firms DASA, SIEMENS, Alcatel and others.

Basic line of designing activities of Ukraeroproekt:

In the sphere of urban development and construction of public buildings and facilities:

• general planning of airports, aircraft overhaul plants, industrial enterprises and residential areas; project development of airport domestic and international terminal complexes, hotels of any class, medical and preventive establishments, sanatoriums and rest homes, catering and retail facilities, cultural centres and clubs, gymnasium rooms, swimming pools, buildings of agricultural purpose; project development of residential different-storied single houses, multi-storied sectional apartment houses, country cottages.

In the sphere of transport and special construction:

• design of airfields, aerodrome service territories, heliports, motor roads and parking;
• design of airport cargo and mail terminals; aircraft maintenance and repair centres; radio navigation and lighting facilities; testing stations, aircraft and motor repair plants, fuels-and-oils storages, stock bases; metal and wood workshops; prefabricated concrete, board equipment and non-standardized equipment production shops; different purpose storages; computer centres, communications complexes.

In the sphere of environmental protection:

•    project development of low-wasted technologies, treatment of hazardous substances, heat utilization, waste water treatment, development of standards on maximum permissible level of emissions, preparation of ecological certificates of industrial enterprises.

In the sphere of energy and engineering support:

•    design of power supply systems (up to 35 kV); electrical equipment and automation of technical systems; lightning protection and corrosion protection; boilers and complexes of heat, gas, water supply and drainage.

Ukraeroproekt performs design works in different climatic and geological conditions, at setting, aqueous soils, in karst territories and seismic regions, including the entire scope of works on site investigations.

Ukraeroproekt has sufficient material resources, computer and office equipment as well as a technical documentation archive on all airports of Ukraine and on a number of airports of CIS countries.

Ukraeroproekt has developed the majority of civil aviation projects of Ukraine and a number of civil aviation facilities in Belarus, Moldova, Krasnodar Region of Russian Federation.

Ukraeroproekt is the general planning and designing organization of Ukrainian airports, aircraft repair plants Nos. 20, 410, 412, 420, aerodrome complexes of Kirovograd State Aviation Academy and Krivoy Rig Pilot College, constructing and mounting companies No. 3 and No. 4. Also, Ukraeroproekt is the general designer of airports Kishinev and Beltsy (Moldova), Grodno and Gomel (Belarus), Bryansk and Krasnodar (Russia).

In 1993 Ukraeroproekt begun to develop master plans and business plans. The first business plan for Aerodrome Gostomel cargo terminal was highly appreciated by European Community experts.

Ukraeroproekt performs a total package of works related to surveying and designing, except for design of railways, electrical and chemical protection, power supply lines more than 35 kV and large-span bridges. Subcontractors are invited for such kind of work.

In its activities Ukraeroproekt collaborates with a number of leading foreign firms in holding international tenders on aviation transport ground infrastructure development.

Ukraeroproekt co-operates with a number of leading foreign companies in airport construction in the following areas: Aviation Noise Monitoring - (Bruel & Kjaer, Netherlands); Black Ice Early Warning System - (Boschung, Switzerland); landing aids, radio navigation aids and ATC - (Alcatel, Germany); meteorological equipment (Jenoptik Impulsfisik, Germany and Vaisala; lighting equipment and airport engineering equipment complexes (DASA (Honeywell), Germany), lighting equipment – (ELTODO, Czechia); design of  cargo complexes and aerodrome equipment – (Ferrostaal, Germany); in-flight catering facilities xonstruction and operation – (Topflight Cattering, Sweden); illumination engineering, warning systems – (Philips,Netherlands); aerodrome construction machinery – (Wirtgen, Germany); complex planning – (Hughes Aircraft, USA, Canada; Hochtief, Germany; Bouygues, France).

Ukraeroproekt actively participated in arrangement and holding the international tender for Airport Boryspil development. Ukraeroproekt's experts prepared terms of the tender, initial data, and made an expertise of company proposals. The following companies participated in the tender: Hughes and Alan Kay (USA), Costain (England), Spie Batignolles and Bouygues (France), Hochtief (Germany). Ukraeroproekt's evaluation was positively accepted by the tender commission members and EC experts.

As a subcontractor, Ukraeroproekt took part in the international tenders for design and construction of Airport Cabinda (Angola).

Our Institute is extending business contacts with different foreign countries. Ukraeroproekt's top managers and experts visited USA, Canada, Austria, Germany, Sweden, Latvia, Czechia, Hungary, Italy, Greece, Great Britain, France, Spain, Slovenia, Egypt, China, Indonesia and Thailand.

Ukraeroproekt management participated in extension courses abroad: Courses for senior management (Netherlands, Ireland) - Director; Course for operating level management (IАМТI, Canada) – Chief Engineer.

Most of Ukraeroproekt's specialists have national and international certificates.

The following recently performed works should be mentioned:

• Concept of Ukrainian strategic airports development over period up to 2020.
• Brief feasibility reports for seven strategic airports to serve EURO 2012.
• Investment projects for cargo airport operations with heavy aircraft AN-124-100, IL-76 TD, B 747 F (Uzin, Gostomel, Uman).

• Scientific and technical engineering of Boryspil International Airport reconstruction and development:

  • Pre-design study of cargo sector for aircraft of IL-76 TD type;
  • Techno-economic estimation of "AEROSVIT"-Airlines" aircraft maintenance hangar;
• Donetsk International Airport Runway (4000m long, 60m wide, to accommodate aircraft of A 380, B747 type);
• Odessa International Airport feasibility report up to 2020.
• Residential buildings at the city of Boryspil.
• Aviation fuel systems (storages, single-point fueling systems, locking pipelines) at airports Boryspil, Simferopol, Odessa (Limanske);
• Simferopol International Airport control tower project;
• Simferopol International Airport terminal draft design;
• Scientific and technical expertise and conclusion on proposed new revision of Air Law of Ukraine.

Achievements of Institute "Ukraeroproekt" have been awarded with Diplomas of Gosstroy of Ukraine and Letter of Commendation of Cabinet of Ukraine; eleven persons have been awarded with orders and medals, seven persons – with former Ministry of Civil Aviation mark "High Achiever of Aeroflot ".

Many Ukraeroproekt's employees have government awards, titles of honour and letters of commendation.

Number of employees have been awarded with marks "Honoured worker of aviation transport of Ukraine" and "Honoured worker of transport of Ukraine".
